Hawalli, located in the southeastern part of Kuwait and bordering the Persian Gulf to the east, is the first governorate established in Kuwait and is named after the first well dug in the country.

Hawalli and the provinces of Al-Kuwait and Al-Farwaniyah form a large metropolitan area that houses the majority of the country's total population. Hawalli is rich in fishing resources such as prawn, grouper and yellow croaker. The Golden Street, Kuwait's world-famous gold market, is located in the province. In response to the call of the Kuwaiti government on a diversified  economy in addition to oil and petrochemical industries, Hawalli prioritizes real estate development and foreign trade. Its main imports include machinery, transportation equipment, industrial products, grain and food.

Zhejiang and Hawalli established friendly exchange relations in November 1994.
