The Department of Foreign Affairs of Zhejiang Provincial People's Government (Department of Hong Kong and Macao Affairs of Zhejiang Provincial People's Government and Zhejiang Provincial People's Association for Friendship with Foreign Countries), is a provincial government department in charge of foreign affairs and Hong Kong and Macao affairs in the province. It also holds the Office of the Foreign Affairs Leading Group of CPC Zhejiang Provincial Committee.

Main Responsibilities:

1.Implement the guidelines, policies, regulations and rules of the CPC Central Committee and Zhejiang Provincial Committee concerning foreign affairs, Hong Kong and Macao affairs. 

2.Conduct research on the economic and social development of the province, foreign affairs, and Hong Kong and Macao affairs, and advise to the CPC Provincial Committee and the Provincial Government on decisions concerning foreign affairs, Hong Kong and Macao affairs; draft local regulations, rules and policies on foreign affairs, Hong Kong and Macao affairs; organize and oversee the implementation of relevant regulations, rules and policies.

3.Receive foreign state/party delegations and other VIP foreign guests visiting Zhejiang; coordinate and make arrangements for their visits.

4.Handle the matters related to foreign embassies and consulates and international organizations in China, and oversee their activities in Zhejiang; coordinate and handle relevant consular affairs concerning Zhejiang citizens and organizations overseas; coordinate and handle foreign-related emergency cases or incidents. 

5.Coordinate friendly exchanges between Zhejiang and overseas sister provinces/states, cities, counties and organizations. 

6.Conduct centralized management of public affairs visits to foreign countries and Hong Kong and Macao, including reviewing and approving applications for these visits by delegations and personnel in Zhejiang; manage invitations for visits by personnel from overseas and Hong Kong and Macao to Zhejiang; issue passports and assist visa applications (including APEC business travel cards) for public affairs visits to foreign countries; handle consular authentication matters. 

7.Handle exchanges with the governments of Hong Kong and Macao SARs, and liaison offices of the Chinese central government in Hong Kong and Macao, receive important delegations from the governments of Hong Kong and Macao SARs; liaison with the offices of the governments of Hong Kong and Macao SARs in Zhejiang, assist relevant departments in promoting exchanges and cooperation with Hong Kong and Macao. 

8.Manage the friendly exchanges by Zhejiang's social organizations with foreign countries and regions.

9.Handle the matters involving foreign, Hong Kong and Macao correspondents in Zhejiang.

10.Conduct the education and training of foreign, Hong Kong and Macao affairs staff in the province.

11.Carry out tasks assigned by the CPC Provincial Committee and the Provincial Government.

Divisions under the Department include the General Office, the Secretariat, the Division of Protocol Coordination (Translation Office), the Division of American and Oceanian Affairs, the Division of European Affairs, the Division of Asian and African Affairs, the Division of Hong Kong and Macao Affairs, the Division of Overseas Administration, the Division of Consular Affairs, the Division of Economic and Press Affairs, the Division of Personnel, and the Office of ZJPPAFFC.
