Our plan is to "achieve breakthroughs every year, make substantial progress by 2025 and basically achieve common prosperity by 2035". We strive to make major headway in pursuing high-quality development, narrowing the "three gaps" (namely, inter-regional, urban-rural and income gap), improving accessibility to high-quality public services, promoting cultural progress and building basic units of modernization and common prosperity such as future communities.

We must keep firmly in mind the need to achieve steady growth with higher quality, ensure security, defuse risks and advance reform. We will adopt "Five Policy Packages" to expand efficient investment, relieve burdens on businesses, advance scientific and technological innovation, improve people's well-being, stabilize foreign trade, investment and stimulate consumption. "Four Lists" that will ensure government support in four aspects including fiscal and financial areas, resources, and energy will be implemented. All these efforts will contribute to the quality and quantity of economic growth. We will prepare for the worst-case scenario and embrace a fighting spirit to ward off risks, eliminate hidden hazards and turn crisis into opportunity so as to keep our society safe and stable. Digital reform will be fully harnessed to advance reform and reinvent institutions and mechanisms.

We must enhance the awareness of "Not being a pioneer is itself a kind of risk".
