The 5th Hangzhou International Day celebration, with the theme of "Driving Innovation through Closer International Cooperation", is jointly organized by Hangzhou Municipal People's Government, Hangzhou Foreign Affairs Office, and Hangzhou Chengxi Sci-Tech Innovation Corridor Administration. It aims to show the city's high levels of opening to the outside world, attract a concentration of quality elements, and provide strong impetus for the development of a world-class international metropolis of socialist modernization .

Liu Xin, mayor of Hangzhou, addressed the opening ceremony, and Lin Songtian, president of the Chinese People's Association for Friendship with Foreign Countries spoke via a video link. Representatives of Hangzhou's international sister cities, officials like Michelle Wu, mayor of Boston of USA, Dirk Hilbert, mayor of Dresden of Germany, and Mark, executive chair of the C40 Cities Climate Leadership Group, sent video messages of congratulations. Sun Xudong, vice mayor of Hangzhou, signed online Memorandum on friendship and exchange respectively with Mayor William Dau of Cartagena, Colombia and Mayor Frank Meyer of Krefeld, Germany.

Attending the opening ceremony were also the consuls-general of Iran, ROK, Ireland, Austria, Cuba, Uruguay, Slovenia and other countries to Shanghai, representatives of the consuls-general of Finland, Switzerland, South Africa and other diplomatic envoys in China, and representatives of international organizations and relevant guests.
