At the invitation of the China Public Diplomacy Association (CPDA), a 20-member delegation led by Gloria Macapagal Arroyo, former Philippine President and Senior Deputy Speaker for the House of Representatives of the Philippines, arrived in Hangzhou from Shanghai on the afternoon of April 2. The delegation was accompanied by Luo Linquan, Vice President of CPDA; and the Consul-General of the Philippines in Shanghai.

In Hangzhou, the delegation visited Alibaba Group, learning about its history, overseas digital business, Alibaba Cloud Intelligent International and corporate social responsibility, with emphasis on Alibaba's internationalization strategy and cooperation with the Philippines. Present were seven executives of Alibaba, including Daniel Zhang, Chairman and Chief Executive Officer of Alibaba and President of Alibaba Cloud Intelligent.

Xing Huidong, Executive Vice President of Zhejiang Provincial People's Association for Friendship with Foreign Countries, accompanied the delegation during its stay in Hangzhou.
